Stuart Oxley studied at Sheridan College (from 1971 to 1973), Queen's University, and University of Guelph (from 1974 to 1978). He was printmaking technician at University of Guelph in 1979. In 1977, he was awarded the Henz Jordan Award, and received Ontario College of Art (OCAD U) grants in 1978 and 1979.
